By default, Google Chrome is using the system proxy settings on the host computer. If you want to change these settings you should refer to the OS configuration manuals for Windows, macOS and Linux. You can also change Chrome proxy rules using one of the many available browser extensions in the Chrome Web Store, such as FoxyProxy, Proxy Switcher, Switchy to name a few. The setup varies depending on the extension.

The certificate settings in Chrome are also managed by the system settings of the host computer. Detailed steps how to configure this can be found in the Windows, macOS and Linux documentation sections.
